I. Project Background To thoroughly implement the "Double Ten Thousand Plan" for Building Top-notch Undergraduate Majors issued by the General Office of the Ministry of Education, and to support the development of top-tier disciplines and majors in universities, in accordance with the national guideline of "deepening higher education reform through internationalization of education," the China Education International Exchange and Research Institute has collaborated with domestic and international institutions and global education experts to jointly develop the International Creative Courses (ICC) project (hereinafter referred to as the ICC Project). II. Project Objectives Through the implementation of the project, an educational internationalization platform will be established for institutions of higher education, integrating internationalized curricula, faculty with international standards, international educational resources, and funding. Based on this platform, efforts will be made to further advance the development of academic disciplines and majors in domestic universities, the cultivation of internationalized talent, the internationalization of educational concepts, faculty internationalization, and curriculum internationalization. III. Project Objectives 1. To serve the deepening of teaching reforms in institutions of higher education; 2. To serve the internationalization of higher education in institutions; 3. To serve the cultivation of internationally-oriented innovative talents; 4. To serve the development of internationalized faculty and curriculum construction in institutions; 5. To serve the highlighting of institutional educational characteristics; 6. To serve the enhancement of teaching and research standards in institutions. IV. Project Features 1. With the cultivation of an "international faculty for domestic institutions" as the core mission, we aim to develop globally-oriented talent; 2. With the collaborative development of the "Internationalized Curriculum System for Domestic Institutions" as a key feature; 3. Internationalized course credits are recognized by partner universities abroad, allowing students to pursue a 2+2 dual-degree program to obtain foreign academic qualifications; 4. Focus on establishing a scientific teaching quality management system to ensure the reliability of teaching quality; 5. Emphasize international cooperation to enhance the internationalization level of project institutions; 6. Emphasize teaching and management concepts aligned with international standards, creating conditions and providing resources for educational reform in institutions. V. Organization and Implementation The project is organized and implemented by the China Education International Exchange and Research Institute, with the ICC Project Office responsible for the specific execution. 2. The course institutions serve as the primary entities for the ICC program, and eligible institutions may voluntarily apply. The ICC Project Expert Committee is composed of renowned domestic and international experts and scholars, including recipients of the Ministry of Education's Changjiang Scholars Program, the Central Organization Department's "Thousand Talents Plan," directors and deputy directors of specialized teaching advisory committees under the Ministry of Education, leading academic figures from prestigious universities worldwide, and distinguished experts in international education and undergraduate teaching in China. The Expert Committee is responsible for assisting domestic universities in advancing internationalization initiatives, encompassing the development of talent cultivation programs, curriculum outlines, teaching standards, discipline construction, quality project implementation, operation of teaching quality management systems, faculty training, and other related tasks. VI. Project Application (I) Eligibility Criteria 1. Full-time undergraduate institutions within China. 2. Institutions demonstrate a willingness to promote the development of disciplines and majors, along with a certain foundation of work, and are committed to advancing the construction of top-tier disciplines and majors through curriculum reform. 3. Institutions possess the necessary hardware and software conditions, as well as organizational implementation capabilities, and are willing to cooperate with corresponding teaching venues, facilities, faculty resources, and relevant materials, with a certain level of financial support. (2) Venue Shaanxi Province, Sichuan Province, Chongqing Municipality, Gansu Province, Yunnan Province, Guizhou Province, Guangxi Zhuang Autonomous Region, Guangdong Province, Fujian Province, Liaoning Province, Jilin Province
